a) Gustave Moreau the symbolist painter was someone whose work inspired Giger. His work would have inspired many in his own time and perhaps Jean Delville might have been thinking about the his dragon paintings when he painted Treasures of Satan.
b) When Giger came to paint Alien Monster IV, he gave the beast a beaked head that might invite comparisons with Moreau's dragons as if he were aware of the probability that this was one of the places where Delville was coming from with his Satan image
