As producer of Alien Resurrection, finding a director was a matter of the available pool, and thinking about someone like Paul Verhoeven, who was willing to do something such as Starship Troopers.
He probably wouldn't want to do Alien Resurrection because he's going to be compared to Ridley Scott, James Cameron and David Fincher.
b) Somebody, risky, daring and exciting
He thus ruled out the people who would be seen as good and start looking at people who haven't done this sort of thing before.
He was going to end up either hiring somebody competent and solid or going with somebody, risky, daring and exciting.
Based on the nature of the series, they chose to go the latter way.

Somebody like Paul Verhoeven is willing to do Starship Troopers but he may not want to do Alien Resurrection because he's going to be compared to Ridley Scott, James Cameron and David Fincher. You rule out those people who would be good and start looking at people who haven't done this sort of thing. You end up either hiring somebody competent and solid or going with somebody risky, daring and exciting. Just based on the history of the series, we chose to go the latter way.
