Aliens: Aliens' attack on the operations centre references the siege on the police station from Hill Street Blues season 1 episode 4, Can World War III Be an Attitude? (originally aired January 24, 1981)?

Here we have the plot of the main drama in an episode of Hill Street Blues being transformed into a significant scene in Aliens

 

a) Threats of gangs of become hoards of aliens

During the suddenly news that a proposed visit by President wont go ahead turns the gangs living in the Hill Street police station area become angered.  

In the 43rd minute Lt Hunter is talking to Captain Furillo over the telephone to tell him that Lt Ray Calletano received a telephone call from a local gang threatening to send mercenaries to destroy the police station

This I think become the hoardes of aliens coming up the service tunnels to be shot en masse by the Robo-sentry guns

b) Car thief Malibu becomes the alien

39 minutes in, we find the car thief nicknnamed "Malibu" who is a gifted repairman once he crawls through a vent to escape becomes our alien,

Later in his attempt to escape, he finds the urge to fix something else in the ceiling and before the 51st minute begins to fall through,  being mistaken by the police for the gangs of villains coming through the ceiling. 

The police have their guns aimed at the ceiling, with the expectations of the gang members crawing through. Before the minute is through, finally a hole opens up and Malibu falls down. 

This becomes the hoardes of aliens crawling through the space in the cieling and crashing through it.

c) Wailing head honcho, Rene Pegano becomes Private Hudson

By the 38th minute, Rene Pegado, looking as if he wants to be mistaken for a little brother of Alice Cooper, is the head honcho of a gang is being arrested with other gang members, 

He is yelling out with a blood curdling yellswho wont shut up about his claims that they are all going to die in the police station is transformed into Bill Paxton's Private Hudson who seems to have nothing better to say.

Before the 43rd minute, Detective Goldblume admits to Captain Furillo over the phone that he is nervous about having him around.

In the 45th minute, Pegado yells in the face of the police officer who is fingerprinting him, "Yo, pig face, gonna torch this pig house down tonight, Gonna open your ugly mouth and pour gasoline down your throat and light your tongue!"

As the power cut comes, before the 47th minute comes, he is screaming out across the room as he is in the jail cell, "Alright,  you're going to die! Everyone of you. Hey, you know what it's like to be dead? 'Cause you'te gonne die! I'm gonna kill every one of you! I'm gonna light it! Get your hands off me sucker"

He doesn't give up trying to create fear.



As the dropship explodes Hudson wails aloud "Well that's great, that's just fuckin' great man. Now what the fuck are we supposed to do? We're in some real pretty shit now man..."

Continuing moments later with the words "That's it man, game over man, game over! What the fuck are we gonna do now? What are we gonna do?"

Hudson hears the fact that it will be seventeen days before they can expect to be rescued after being declared overdue, and goes into another rant " Seventeen *days*? Hey man, I don't wanna rain on your parade, but we're not gonna last seventeen hours! Those things are gonna come in here just like they did before. And they're gonna come in here..."

He adds"...and they're gonna come in here AND THEY'RE GONNA GET US!"

Throughout the film he spews this kind of negativity forcing people to tell him to shut up.

Perhaps like Rene Pegado, he's there to tell everyone that they're going to hell and there's nothing they can do about it, making the other characters feel unstable

 

 

d) Barricading corridors and welding shut doors

Now in charge of the Hill Street police station at this moment when everyone thinks that they're under siege Lt. Ray Calletano before the 48th minute, with uncertainty tells everyone "Hey I want your attention, this could be an emergency situation. So let's secure those windows and doors. "

He tells the people to "Move those desks, and let's barricade the corridor and put some cover over here."
 

 

This becomes in Aliens the immediate need to seal off corridors by welding doors together to stop possible attacks from the Aliens.
 

 

 

e) Black out

Jus before the 47th minute,  comes the moment when the lights go out at the police station, and Sergeant Esterhaus comments about how easy it is for the monkeys to climb up and cut the electrical power.

As the lights go out in Hadley's Hope operations centre, Hudson asks how the aliens could cut the power, since they're animals.

f) Ray (Lt. Ray Calletano) becomes Bishop the android

We find the character Ray (Lt. Ray Calletano) who is the second in command at the police station at the moment when by the 49th minute, he goes out through the window to get to a car in the car park to radio other members of the police.

 
 
It's as if he is to become Bishop the android who volunteers to has to crawl through a long pipe to get to the transmitter elsewhere to remote pilot a second dropship.
 
By 50 minutes in, the police officers in the building are excited to see that there are cars outside

g) Shortly before 51 minutes into the episode Malibu the car thief/repair man mistaken for warring gangs coming to destroy the police station, starts falling though the ceiling becomes aliens coming through the ceiling
